HELP! Netsh winsot reset

Hello,

I have been having problems recently where my laptop is incredibly slow and keeps saying 'failed to connect to a windows service'. I then found a solution on a forum called 'netsh winsot reset' using cmd which others had commented that it had solved their problem. When I did it, my whole laptop appears to have been wiped and I can't even get onto the internet or do a system restore!

Any help would be appreciated.
