Error trying to start Windows Firewall

I am having a problem with Windows Firewall / Internet Connection Sharing (ICS)

I have been doing a lot of online searching and also reviewed the messages in this forum. When I try to start the Windows Firewall from Control Panel > Administrative Tools > Windows Firewall/ICS, I get an Error 2 the System cannot find the specified file (but I don't know which file it is specifying)

I am working on this system for a friend and the Wireless Network shows Connected, but when I open a browser, I get the error Server Not Found - so obviously, it is not connected to the Internet.

Any help would be greatly appreciated.
